How to Apply for a Roof Replacement Permit in Durham, NC

Do I need a permit? A permit is required for structural roof work, decking replacement, or re-roofs exceeding a certain percentage of total surface area. If you’re unsure whether your specific project requires one, call the City-County Inspections Department at (919) 560-4144.

Step 1 – Set up an account

If you require an account for permitting, contact the department for assistance at buildingpermits@durhamnc.gov.

Step 2 – Submit your application online

All applicants for building permits must use the Dplans online portal for submissions. You can find it at durhamnc.gov by searching “Dplans.”

For a straightforward roof replacement, you’ll likely use the Small Project Review Building Application Form, available as a PDF on the Applications & Forms page.

Step 3 – Pay your permit fee

All permit fee payments must be made via the Land Development Office (LDO) portal at ldo4.durhamnc.gov.

Step 4 – Wait for approval before starting work

No work may begin until the permit is issued. You can check the application status using the Land Development Office software by searching the permit number or address. Once approved, the status will show “issued,” and you can print a copy of the permit for your records.

Step 5 – Schedule inspections

All inspection requests must also be made via the Land Development Office portal.
